PCO Desk organizes renewal material into PCO records, establishment records, and reporting history because each group answers a different preparation question.

Conditional records depend on the establishment
ECC or CNC records, hazardous-waste registration, air permits, discharge permits, solid-waste evidence, SMR submissions, and CMR submissions are treated as applicable only when the establishment context makes them relevant.
